It should be as long as it is 100% coco coir and doesn't have too much long fibers in it.
I prefer this substrate for small Russians under 3 inches. Over 3 inches and I prefer orchid bark. Either is safe for any size Russian though. The coir just tends to be a little messy for larger tortoises. Use a thick layer, keep it damp, and hand pack it firmly to reduce the mess and make it easier for your tortoise to walk on.
