I'm no expert on them, but you can't go wrong with fine grade orchid (fir) bark. I don't recommend using actual soil for babies.

For baby tortoise you can use coco peat. After putting it in the enclosure, hand pack it to a half of initial volume (if was 6 inches it should be 3-4 inches after packing).
