Looking to grow some food for my tortoise and wanted to know if this is safe to grow them in

Read the ingredients on the back. That says it is compost. I think you want "soil" and you can add the compost to it. Make sure it has no pesticides or other chemicals in it. Fertilizers are fine to use as long as the tortoise doesn't have direct access to the fertilizer product. I grow lots of tortoise food in raised planter beds with lots of different fertilizers. Then I cut the food and feed it to the tortoises in their enclosures.
