Is this shell rot??

I was soaking my female eastern hermanns and I saw this on the bottom of her shell ImageUploadedByTortoise Forum1433785451.704366.jpg
She lives outside full time and she is eating/drinking and moving around
Please help

You try and brush a little off?? I could be dirt. I never seen shell rot on any other specie besides Red's and Yellow's.

That looks like something similar my tort had when I first got him. It wasn't she'll rot though - I think it was shell fungus they called it and blamed it on the previous owner because of the substrate he was on. I've never experienced she'll rot personally but it's supposed to smell real bad. I used athlete foot cream and made sure my tort got loads of warm baths and it was pretty much gone in a month
