Can anyone tell if this is shell rot?
If so, what can I do to fix it?

I don't think that's shell rot.
It looks like an old impact scar. If so, In time it will mend its self (it already is) & look almost normal

The big photo just looks like a normal rough Russian shell. The little pics is too blurry to tell, but I don't see any shell rot. Usually, NOT always, but usually shell rot occurs on the plastron.

Oh okay... thanks for the input. I was worried because she likes to burrow a lot and I thought the moisture in her substrate was causing her shell to rot or something.
