Kind of looks like the succulent jade. I can't tell how big the plant is though. I'd wait until one of the pros offers their insight.

Looks like Kalanchoe thyrsiflora to me. "There is evidence that many of the Kalanchoes contain cardiac glycosides and could cause cardiac poisoning in grazing animals, so with this in mind we would caution against offering any plants from the Kalanchoe family to tortoises. "
