You could try some pumpkin or dandelion root to help him go, but perhaps you just aren't seeing him go when he does? They do like to eat their poo.
I would continue soaking in luke warm water for up to 30 minutes for a few more days. If nothing happens after pumpkin and soaking it is time to call a vet.
May I ask, what are you feeding?

I saw some poo in his bath water just a few min ago... ewww they eat their own poo?? is that bad for them

I feed him mixed greens - raddicio, endive, red leaf lett, broccoli rabe (aka rapini), a little romaine, oak leaf lett, the odd fruit such as a tiny piece of apple, strawberry, etc...

anything wrong with that?

They...er...recycle their waste ;) Thank goodness my guys seem to be growing out of it, but it's normal for them. Just incase they missed anything the first time through I guess lol.

He's a hatchling - about 3 months old.. eating well and seems to be otherwise healthy.

My first hermann died on me in Sept. This is a replacement. I feel a lot better about this one...

I would stop feeding the fruit as the sugars can have a bad effect on his gut bacteria that he needs to digest his food.
I would feed the brocolli rabe maybe once a month as it's got oaxalic acid in it which binds with calcium and can cause bladder and kidney stones if fed to often.
