Lighting/ Heating Help?

Hi, I will be getting a Russian tortoise in the coming months and at the moment am in the process of converting a bookcase into an enclosure.

What I'm wondering is, is the light (pic below) a UV/Heating and Basking light? And also I'm from Scotland and so it's not humid at all here so would I be better off with a closed top for the Russian tortoise?

I'm unsure as I've read that it can be very bad for Russians health as they have respiratory problems

That light is fine. An adult Russian tortoise doesn't have the same humidity requirement as a baby would.

Thanks for the reply, I'm unsure of the age as of yet but I imagine it would be a couple of months old, at that age is the tortoise still a baby?

I think of them as babies for maybe two or three years.

Definitely still a baby. Torts live for 80-100 years
