I'm curious on how far away lights should be for my 2 Russian torts! I don't wanna burn them I included a picture of the current enclosure.

It depends on the temperatures under the lights and the ambient temps within the enclosure. Experienced Russian keepers can tell you these parameters off-hand, but I keep redfoots so I'm not sure what they should be. You'll need an infrared temperature gun (best option $20-75) or thermometer to get readings.

When we're talking UVB lamps, the manufacturer will specify heights for appropriate UVB exposure. Generally they'll say no closer than 12 inches.

You might want to create a frame of PVC or wood (2x2's, or 2x4's) the long way across the enclosure to hang your lights. Then you can have them on chains connected to hooks, so you can raise and lower them.

The MVB should be about 12-18" away. the heat light can be adjusted as Chris says; to achieve the correct temps. You might consider replacing the red heat light with just a house incandescent bulb (wattage depends on temps). This would brighten up your enclosure.

Under the basking light: 95-100F
middle of enclosure: 80 or so, variable.
Cool side, opposite the basking light , about 70F during the day.

Keep the lights on a timer, 12-14 hours per day.

No heat needed at night unless your house is <60F at night.
