Do you have a heat gun? What is the temp at tortoise shell height directly under that bulb? It looks much too close.

It's ok don't worry it's the angle I took the photo and I only let him bask for 5 minuites

Only let him bask 5 min? This concerns me on a number of levels....

I only let him bask for five minuites when it gets really hot in the enclosure because I don't want his shell to rot or it to go wrong if you know what I mean but he can do what he wants when I'm not supervising him

His shell can not rot from basking too much, it rots from a bacteria or being too moist. I would suggest elevating the bulb to a normal level to make the basking spot 90-100 degrees F. And allow him to bask whenever he wants to. And a temperature gun is usually infrared, and when you aim it at something it tells you the temperature. Go on Petco's website and look them up.

From the second pic, his beak looks over grown. Are you feeding him on a ruff flat rock or piece of tile go help file it down? If not, you should start and it might keep you from having to take him to the vets or doing it yourself.
