MBD is a problem with the bones, so no, I don't think it's a sign of MBD.

I'm gonna' take a guess at what I THINK you're talking about. Very young tortoises move their front legs a little bit to aid in breathing. This has nothing to do with MBD, and is perfectly normal.

t.graeca terrestris
6-6.5 inches
I usually keep him outdoors in our balacony most of the week.
the temps outside are varying from 20-50 celsius

MBD should not be a problem for any tortoise who gets natural sunshine and a decent diet.
