I'm not sure if this is even the right forum section to be asking in.

I'm wondering where do I measure to determine how big our Russian is? I'm assuming his shell. Do I measure side to side or head to tail?

Is there anywhere that can tell me the *average* size for age of the tortoise.

Our tortoise comes captive bred, but the reptile store told us that basically, the breeder has too many tortoises and that he is approximately 3-5 years old.

He seems to be in good health. So I imagine he should be close to the average size for whatever ae he really is.

Thank you! Clearly I fail at searching the forum, cause I tried that before posting ;)

Does it matter that my little guy will not have his arms sticking out like that?

Nope...because you are measuring in a straight line from front to back. What happens with the arms doesn't effect that straight line.

Up at the top of each page is a rectangle with the words "Google custom search" inside the box. That's the search feature I use. It is very user friendly and I never fail to find what I'm searching for when using this particular feature. For your question, all I typed in the box was "measure" and the link I gave you came up as the first option found.
