My tortoise hasn't grow much

I feed it with weed. And recently, it has a little rash thing/(dried skin?) on its neck. I got two off today. But overall, it's doing fine.

Variety is good. Are you doing regular weights on him? You can get a kitchen scale that weighs in grams for $10-20 at Target or Walmart.

We need a pic to asses the "rash".

more info would be helpful. how old, how long have you had him? how do you keep him? send pics?

Are you talking "rash" (red, bumpy, weepy, itchy skin) or "dry, flakey" skin? Dry flakes is normal shedding. Don't pull it off.
