My tortoise isn't opening his eyes

My Hermann tortoise hasn't been feeling very well lately. He hasn't been opening his eyes and isn't eating his food. It has been 3 days and he hasn't opened his eyes. Daily from past three days I have been keeping him in hot water for 15 - 30 minutes in the morning.
I am very worried.
Please suggest a way to make him feel better.

I hope the suggestions you receive will help your tortoise feel better soon. They will ask about its housing, diet, temperature settings and other things, please try to note those and have them handy or repost here asap with those answers - so they can respond better, it will make a big difference and you may get better advice more quickly. Welcome to the forum! We need some more information.
What type of lighting are using? Type of heat lamp? Type of UVB?
What are your temps? Basking? Ambient?
Can we see a picture of your tortoise and enclosure? If you’re having trouble taking pictures on our computer site, consider getting our app. I find it much easier to use.
Try soaking in a 50/50 mixture of carrot baby food and water.
