In my opinion, if you can't set your tortoise up outside, for whatever reason, then you need to purchase an expensive UVB bulb. You can get rid of the light you have now and replace it with a Mercury Vapor Bulb (MVB) which provides the UVB plus heat. Or you can buy a cheaper tube-type UVB bulb and keep your original light for a heat source, but in my opinion, those bulbs aren't as good as the MVB.
