My African spurred tortoise spurs are missing from her legs. I don't know why and is she going to be ok

Is there something in the enclosure it has persistently rubbed against? Look sore. Could there be any vermin rat or mouse that in the enclosure? It looks like defence wound.

That's sometimes caused by a rat or other small predator trying to chew open the legs.

I would NOT put her back out in that same place. Whatever attacked her the first time will almost certainly attack her again.

It looks like it should heal ok. I don’t know if they’ll grow back because I don’t keep this species. Sorry.
I bet other people will have more ideas.

Do you have a dog? Rats?

At that size your tortoise should be living outside with a secure heated night house. You close her up every night to keep her warm and safe, and open it up every morning. Like this:
