Until you figure out what to do longterm:

1. Feed them separately. A lot of the time when torts are housed in pairs one will grow fast and healthy and the other will be small, stressed and underweight. This is because one tortoise will intimidate the other to not eat as much as they need to due to perceived competition for food. Feeding separately will minimize this problem.

2. The table you built looks simple enough to modify, covering the sides and covering the top (with adequate ventilation of course) and pouring water into the corners of the table will easily boost the humidity. Cheap plywood cut to fit should be sufficient.

3. Swap out the water dish for something that the torts can easily get in and out of without falling in and drowning.

4. Remove the hay to prevent a nasty mold problem. The moss you're using might also mold, but we can deal with that in the future if it does happen. I've never had any issues with it personally.
