Hello!

Your tort is adorable. :)

There's a few things I have noticed...

1) Please don't hang your lights by clamps. It's extremely unsafe for your tort. It could fall and start a fire/burn him. :(

2) What kind of bulbs are in those fixtures? Hanging them at an angle can be hard on the eyes, and it looks like one of them might be a coil UV bulb?

3) I would upgrade your waterdish size...maybe it's just the pictures, but he should be able to climb in there and have a bit of room to move around, and it looks like it may be a tight fit.

4) Decorate! :) Add some live plants or rocks or things to make it more visually interesting and fun to explore. I would push both his dishes up against the side of the enclosure too...this way, he can only drag out the food on 1 or 2 sides and make less of a mess, and gives him more of the center space to romp around in. :D

It's a great start! :)

It is a good start. But, with it so open, I'm not sure how you will be able to keep the proper humidity levels of 80% for raising a smooth sully. Also, I too thought the one bulb looked coil, not sure though. Also, it is true, those clamps have been known to fail and we've had some minor fires. As for the water dish, it should be big enough for them to get into and stretch their necks out and into the water.
Please read Tomes threads below in my post for info on raising a healthy and smooth sully. With what you have, put a cover over as much of it as possible. Add heat to the other end, the temps can't go below 80, with the humidity of 80%.
A couple edible plants would make him happy too.
