Hello and Welcome:). They do take a little time to get accustomed to their new home. Also, be sure their temps and humidity are correct and they have water 24/7. Toms threads below will explain how they should be raised as hatchlings upto about 2 or 8 inches. Would be a good read even though yours is older. Yours would benefit from a humid hide.

There are so many variables in relation to your question...a tort will take a bit of time to settle in....if the tort was not on a great diet before arriving with you then you will have that to contend with....a tort that is in a new location can take a few weeks to even show you any interest...so my suggestion would be to form a solid and reliable routine for your tort and then you do you part and the tort will do its part and you two will eventually meet up...

Offer the correct temps/enclosure and offer food, peace and quiet and also did I mention food :)P) and the tort will let you learn about its own individual personality...:D

Let us know a bit about how your are housing the new baby and where you are. You'll get different advice for Phoenix than you will for NYC.

There are four temps for you to know: Warm side, cool side, basking spot and night.

Do not stress. Tortoises pick up on that. They do take a little time to get a mojo when they go to a new environment. And as pointed out by Angela, you may be dealing with her former care. Welcome to the forum. The best place to learn (read-read-read, lots of information to search from) and ask away. Excellent keepers are here to help you get through this. Congrats on your new little baby Rainbow Dash! Oh, and give baby a warm and soothing soak. That always seems to help out. It's like spa time. Aha spa! : )
