This is my new Russian/Leopard Setup! The enclosures look to be kind of small. Especially for a russian tort. And do you have water dishes for both of them?

You need to cover the leopard enclosure. Already your tortoise is pyramiding. You need a humidity of about 80% and thats impossible without a closed chamber of some sort. Find something to cover it, cut holes where the lights are. Spray down the cage often to keep humidity up. Both enclosures need to be a little bigger. Especially for a leopard. They get very big and have a pretty quick growth rate compared to other torts so you are better going big the first time, than spending all this money on upgrading every few months. Just helpful advice for a healthier happy tortoise. If there isn't a water dish they need access to one 24/7. Those red bulbs aren't very good for eyes either, so i'd switch to just a plain old white.
