New tort dehydrated?

Hello all,
My husband and I received a 3 month old baby leopard tortoise last Tuesday. The little one slept a lot, didn't eat much & had a bit of white in its eyes (3rd eyelid?). We've been doing warm water soaks, pedialyte soaks & baby food soaks (carrot). But the day after we got him/her the little one seemed to keep its eyes closed & didn't move around much until after the soaks. After the soaks the little one's eyes are open & he/she seems more active. But other than that he/she stays still with eyes closed. They don't seem swollen though, maybe sunken? Not sure. Could it be dehydration? Eye infection? Something worse? Breathing doesn't seem labored. Pls help, thank you.

we have a large exo terra terrarium with cypress mulch & organic soil for substrate. we have a UV/heat bulb, a night time bulb and ceramic heater (none of the bulbs are coiled). we also have a reptifogger for humidity. the warmer side stays above 90F while the rest of the enclosure stays above 80F, humidity is around 80-90%. we have wheat grass, cat grass, dandelion greens, zoo med grassland tortoise pellets, water cress, and spring mix for the tort.
