Old shell damage

I'm not sure how old this damage is. It was like this when we got Oogway. The vet said he is okay. But my question is. Does the shell heal to any resemblance of what it used to look like. Or will he always have these scars? I'm still very new to all this.

It takes a very long time, maybe years, for new keratin and bone to grow UNDER that old, dead bone area.

Thank you! The rest of his shell is in pretty good condition. He must have gone through something pretty rough to take that much of his shell off.
