I used to use a drafty Rubbermaid shed and a couple of pig blankets. Air temps would drop into the low 50's on freezing nights but the tortoises stayed warm on their heat mats. I decided I didn't like it that cold and built a new box for them that is super insulated and heated with a radiant oil filled heater on a thermostat. I am much happier with it now and so are my tortoises. In the winter when daytime temps are not getting all that warm I set the thermostat to the low 80's. When the days are warmer I set it to the low 70's. Over the hot part of summer, say June through September where our temps are always in the 90's or higher, I unplug the heat entirely.
