Outdoor inclosure

In a few months i will build an outdoor enclosure for my russian. I have a big garden and i would like him to have the benafit of the natural grass so how can i build it and stop him digging out and stop birds from getting to him. Any tips or tutorials would be great ( and not to expensive if possible lol )

This is what we did. We attached wire underneath it as well. I built it up with organic top soil mixed with cypress mulch. Then I took chunks of dirt from our own yard with weeds and grass growing in it and put it on top of the substrate.
