Russian tortoise Bethesda MD

I have a Russian Tortoise that is living in an outdoor inclosed cage and curious if he can continue living outdoor through the winter months? Would I need to provide him with a warming box inside the inclosure and if so, would I have to install a heat lamp in it or would a insulated warming box suffice? I don’t have an electricity outlet close by so I’m concerned that I will need to run a long extension cord..

He either needs to be brumated properly for winter in a temp controlled environment like an extra frig or cold area of a basement of closet that stays around 40 or so
If housing outside, he would need to be kept in a heated and brightly lighted proper sized enclosure same as if he was housed inside your house.
