Today I just realised that tortoises both need an inside an outside enclosure I haven't got a back garden, I have more of a back play area which is nice but doesn't have grass , it is our own personal area , and my mum is perfectly happy letting the tortoise out on nice days , would it be okay if I out the tortoise on concrete or would I need to find a grassy area????

Concrete is good maybe once a day to help keep the nails trimmed. But you could make a kiddie pool enclosure. They work great for outside enclosures. Look in the enclosure section, or search them for some ideas.

I agree with the kiddy pool enclosure. Put some dirt, a little grass, a couple plants and even a couple flat rocks and a water dish and a hide in it and let him experience it all. Just be sure there is plenty of shade too.

And drill some holes for drainage, raise it up on some pavers to allow drainage if it rains.
Otherwise, many people have arranged outdoor enclosure on concrete.
