I have 2 desert torts and 2 sulcatas that are outside full time now. I need to know what the highest cool temp range should be. The temps inside their caves basically as most of the caves are on concrete and made with bricks and flagstones so I know they will be hotter than normal hides I just need to know what temps are safe for their hides.

The next project I have is an insulated tortoise shed with a heating element but that is a ways off yet.

Once their body temp starts climbing over 100 they can die. Your shelters should stay down in the low 90s at most, or you will need to re-design them.

And is the over 100 and will die applicable to the desert torts as well? I have bringing the sulcatas in during the hottest part of the days when it gets over 100 but should I dring in the deserts as well?
