Can I set our garden as my hatchling sulcata's permanent habitat ? Summer is coming and I live seaside and humidity reaches 80%-90% and temps rise up to 50C during summer.

Yes.

I prefer to raise them mostly indoors for the first year or so. I put hatchlings in a safe outdoor enclosure for about an hour a day for exercise, sun and grazing. As they gain size, I leave them out longer and longer. Once they are 5-6" I leave them out all day, but bring them in at night for sleeping. Once they hit 8-10" I make them a proper shelter and let them live outside full time. Teir shelter keeps them dry on rainy days and warm on cool nights. Because I shut the door it also keeps them safe and secure at night. Here are two ways to make a good shelter:

You will also have to make an area for your tortoise to cool down and escape the heat on those 50 C degree days. An underground burrow works best for this.
Here is my favorite way to do this: http://www.tortoiseforum.org/thread-28662.html

Here is a care sheet if you need it: http://www.tortoiseforum.org/thread-79895.html
