Here are some pictures.
Now, i just got him/her about 3 weeks ago maybe.
Some questions:
1. I am making a 6ft L x 2 ft wide by 28" tall, is that okay for his size?
2. what are the marks on the side of him/her? New growth? I don't know.
3. Male/female? i was told this tortoise is 3years.

Congrats. Not sure what marks you are talking about. The red foots need high humidity. S/he hasn't had it and that's why it is pyramided. May be to young to tell the sex, others can maybe help you out on that.

Thanks! I just got him/her about 3 weeks ago...i know the woman i bought it from said that it was on hay! So, yeah!
The marks im talkin about are along the sides of the tortoise. if you look close in the first picture it's near the right side of the picture. Not very clear.

The enclosure size will be just fine. Just refer to the tortoise library for the correct diet and husbandry and you'll do just fine.
