what are his cage temps? are you using a coil bulb? does he have access to water? posting tort and enclosure pics will be very helpful.

Give him soaks at a depth up to the point where his plastron and carapcace meet, check your humidity and get him to a vet who deals in reptiles as soon as possible. Will try to find someone with more knowledge of this.

We took him to the vets earlier but they just have cream for his eyes nothing else, just wondering what else I can do, thanks so much for the help

If you are using a coil bulb, stop it at once and get a mercury vapour or similar. I think the vet is not necessarily right here, bet humidity, temperature or maybe diet at fault. See if you can find a specialist vet. AND SOAK THE TORTOISE NOW!

Hi Sophie, and welcome to the Forum!

Get a tub with sides tall enough that the tortoise can't climb out and add enough water to come up to the middle of his sides. Leave him soaking for about a half hour. After his soak, dry his eyes and put on the cream that your vet gave you.

We're going to need to see your tortoise's habitat, lights, etc. before we can give you any good advice.
