Please help. Whats wrong?

He was but by a dog weeks ago and has since been eating, walking, and getting along just fine. But today i noticed this. Ive never noticed it before. Is he bleeding internally? Also, when i move him back and forth i can see two white circular things slide back and forth in there. Is he dying?

When watching your video I see what appears to be a coloration change or a fluid flow under the plastron's abdominal scutes.
If this is an actual condition rather than a video effect, then I would advise an immediate vet visit.

I would agree. It does look like fluid flowing. A good vet visit is in order. Please let us know what it is so we can all learn. I hope it is something that your tort can just reabsorb.

Yeah, a vet visit is in order....I also see the back leg fill with something as the tort extends its leg....

I would get the tort to an experienced tort vet...straight away...

Definitely vets, even tho dog bit him weeks a go tortoises hide their injuries and pretend everything ok :/ my dog did same to mine he was on antibiotics for a month or so, I hope your tort will be ok :)

It might be a calcium deficiency. Are you using a UVB light and feeding calcium?

I agree with everyone else - get your tortoise to a vet ASAP.

I scheduled a vet visit for monday morning. Its the earliest i could get.
