Sounds like you have been given bad advice about caring for your tort.
The pyramiding is caused by being raised too dry but the slope on the shell could be something related to lack of UVB and diet etc.
I don't know where Norwalk is but unless your climate is warm enough for your tort to get regular UVB from the sun all year around you need a source of UVB to help him absorb nutrients from his food.
His diet isn't great either.

What sort of tort is he?
There are caresheets in the Species Specific section for most which will help you change things for the better.

If you also post pics of his enclosure and the lamps you use you'll get good advice on how to improve his living conditions to keep him healthy.

Tinted bulbs are just that: tinted incandescent bulbs.

Though the blue ones may reduce some glare during the day, the red ones just keep tortoises awake (they can see the red glow). Night temps are best managed with ceramic heat emitters.

For torts that do not get natural sunlight several times a week, a uvb fixture is a necessity for proper health, including bone and shell health.

Dietary recommendations do depend in part on species...if we could get some good clear photos of the entire animal from different angles, that would help.

Your SULCATA tortoise is a grassland tortoise and should have a diet of weeds and grasses. The shell indicates a lack of the type of vitamins and minerals his species requires fore good bone and shell health. Please go to the sulcata section here and read our care sheet for this species.

Here's the care sheet for sulcatas. Your tortoise needs many changes made to try to get him healthy.

Are you aware that he will grow to around 100 lbs or more?
