Possible prolapse??

My sulcata has this sticking out of his tail and it’s been coming out basically everyday. I thought it was his testicles but couldn’t find any pictures on google that helped me clarify that. Google is filled with pictures of tortoise penis’ but not of their testicles? lol. I don’t really know how long he has it hanging out for prior to me noticing but it seems to usually go back in within an hour or so. If it doesn’t go in within an hour then I just soak him. It worries me because he has it dragging on the cement, dirt, grass, hay and everything else in my backyard. Is this normal?

It's his penis. As long as it goes back in it's fine. He will stop doing it in a month or less.
In the wild, it gets on whatever they are on; dirt, grass, weeds etc. Not a big problem unless like I said, it doesn't go back in.
