Just to be sure you read @wellington comment correctly, your tortoise should be in an enclosure that is at least 4ft x 8ft. Yours looks possibly 4ft x 4ft at most, judging by the size of the water dish. Please consider upgrading the enclosure. If a tortoise has adequate room to walk around and explore, you should never have to trim their nails. Extra room to walk also aids in digestion. If your tortoise isn’t warm enough or isn’t able to digest properly, he won’t be very motivated to eat. A larger space will drastically improve his quality of life. For his beak, try feeding on a piece of slate and it’ll help naturally wear it down going forward. Also try putting cuttlebone in his enclosure. He will get an extra boost of calcium if he needs it, and it is awesome for naturally shaving down a tortoise beak. 🙂
