It will depend on a few things
the size of your enclosure, if the enclosure is open or somewhat closed.
The temperature of the room the enclosure is in etc.

I have a 8 foot by 4 foot tortoise table and I need a large red heat bulb and for now that is enough. In the Winter when our room is cooler I need to add another form of heat last year it was a ceramic heat emitter. I have bought a radiant heat panel so I plan to use that alone as it is quite large and will hopefully be good by itself.

Check your temps and experiment. The tortoises need a heat source and also places where they can cool off if necessary.
I have plastic garbage cans laid on their sides which are kept moist with moss or mulch and sprayed often. My red foots use their hides quite a bit and will sit under the light periodically.

Hope that helps as there are many ways you can heat the enclosure and many wattages available. I think most bulbs should be no nearer to the tortoise than about 12 inches above them.

Good Luck
