redfoot eye irritated?

My redfoot tortoise awoke this morning with one eye open and bright and the other one closed. He does eventually open it, but it doesn't look bright and normal. It looks smaller and it looks like there is a white film on the bottom of the eye. Almost like a third eyelid? Anyway, the other eye is fine, nose is clean and dry. He is active and eating well. His enclosure temp is in the low 80's and the humidity is 75%. He is a subadult with a 8.5 inch SCL and almost 3.5 lbs. in weight. I did yesterday or the day before add some forest moss all around his water dish. Could that be irritating him? Or is it something else? It seems to be only one eye.

Have you changed any of the lighting?
There is an eye ointment that I remember reading about.
I'd get him to a vet.
This is the one I only just adopted a couple weeks ago. So no, lighting is not changed. Is the eye ointment an antibiotic ointment or something for irritation?

are you thinking of terramycin?

that's what I'm thinking as well, since it's only one eye.
