Rescue Tortoise- Help with ID

photo 1 (2).JPG photo 5.JPG Found this tortoise roaming the streets in my neighborhood about to get hit by cars. I think its a Sulcata or desert tortoise. Any help on the ID would be appreciated. I live in northern california where tortoises are not native to this area. Let me know if I need to take different pictures.

legs and bottom look like sulcata. Top shell is dark and looks like a gopher tortoise.

I agree with Yveoone - this is a sulcata - gophers have a nuchal scute, but sulcatas do not.

Could it be a hybrid??
The spurs are small and shell has no pattern. Just curious...
