I just got a red foot tortoise, his name is Fuego, and I decided to make him his own bathing corner. I used large Tupperware lid and river rocks. I secured the river rocks to the lid with some aquarium sealant so it won’t move around too much while he’s walking in and out but is it okay to use? I also covered the outside river rock in eco earth so he won’t try to eat it.

Aquarium sealants are all usually pretty safe to use in the way you are. I’m sure your product says something to that effect on the label.

The issue won't be that adhesive. It's safe after it's cured.
The issue will be from the poop. Etc that settles between the spaces
You'll have to remove that structure and soak it in bleach water every few days.
Personally, I'd use a non porous bowl and just rinse it out and fill it with clean water as needed.

Yes the aquarium sealant is perfectly safe. As for the poop ZEROPILOT mentioned, it should be fairly easy to clean that out as the river rock is big enough that the poop should have no problems getting sprayed out. As long as you can easily remove the whole lid and spray with a hose.
Love the enclosure and the water lid.
