I don't think a tortoise needs to go to the vet annually like a dog or cat. But I do think it is a good idea to get established with a vet, you could know them a little bit and at least you're on their books. And you would get an idea of how much they know about tortoises. It might make it easier to get in if there is an emergency or an issue.
