russian blowing bubbles right after soaking

So I got a russian tortise about a year ago as an adult. My unlce told me he was a male. I feed him on a diet of romaine lettuce, carrots once in a while, broccoli once in a while. Found out he hates spinach and strawberries. So today I had some time to soak and wash off my tortoise. After soaking for about 15 min once the water was all drained he started blowing bubbles. Then I filled up some more water and that behaivior stopped. I also noticed that he appeared to be gasping. Was the water too hot?? should I take him to see a vet?

No, it is normal after a soak.

If this gasping is consistent get it checked out
