Hi Wendy and welcome!

Tortoises don't like change. Give him time to get used to the new enclosure. But make sure it's warm enough. Test the temperature at floor level all over the enclosure. He may be trying to hibernate. At any rate, what you're describing isn't normal for a Russian tortoise. Put him in front of the food several times a day and walk away. If he doesn't perk up after a week or so, you need to be a detective and try to figure out what's wrong. It's usually the habitat and the temperature.
