Russian tortoise, HOMO?

My female russian tortoise is about 7 inchs long and 10 years old. Yesterday I found her nod the head to other females, then climb on the other female's back and begin to do the thing. it is so..... I do not know how to say. but is it normale for all russian tortoise?

Besides being breeding activity, head bobbing and mounting is also a dominance trait. Your female was just showing the other tortoise who is the boss. If it continues or if it gets too aggressive, you may have to separate them.
