Safe for Russian tortoise substrate?

Is this substrate safe for my Russian Tortoise? What’s in the bag, not the bark on the ground.

I’ve heard of people mixing top soil and coco coir so I was curious if this would work.

No, not safe.
Only coconut coir, orchid or fir bark or stuff called forest floor should be used.
