Safe for Russian tortoise substrate?

Is this substrate safe for my Russian Tortoise? What’s in the bag, not the bark on the ground.

I’ve heard of people mixing top soil and coco coir so I was curious if this would work.

I wouldnt use it. No telling whats in it. I would stick with fir bark or cypress mulch. Much less messy also

No, not safe.
Only coconut coir, orchid or fir bark or stuff called forest floor should be used.
