Need to see the whole tail. Does s/he have any indentation on the bottom/plastron shell?
The sex could still change. But for now looks female too me.
If I were looking at second pic only, I would say female. But, the first pic seems to show the cloaca at least half way down the tail(and nearly past the carapace), which suggests male. So, in summary, I don't know LOL .
It is only 18 months, so as wellington said, things could still change a lot. My male did not develop plastron concavity until his tail was obviously male.

Interesting how that can happen. There was a person who named her baby "Pedro." It turned out female, but "Pedro" stuck. I thought that was amusing
