She.( mabey) is maturing?

My opinion is that this tortoise is female. That’s based on the comparison to my 2 year old Hermann’s tortoise who has shown me he is a male. His tail is much wider at the base. I know they all grow at different rates, but the major widening of his tail was evident around 300 to 350 grams if that helps at all.
Looks like a Phillips to me ?
