I use a catch pan for water heaters. They are less than 4" tall and wide enough for them to go in and out on their own. It's a lot safer..

Yes my plan is to build a cement utility pond with French drain when I get around to it. I’ll look into this option in the mean time. I don’t plan to soak without supervising. Now even more attentively.

She wasn't trying to provide a water dish. She was trying to soak the tortoise, and apparently underestimated how well the tortoise could climb out of the kiddie pool.
