Shell peeling?

Got this turtle from someone else and he wasn't living in the best conditions. Obviously, hes older. Trying to figure out why his shell looks like...peely? Dry? Dull? Ideas what might be going on and/or how to fix it are welcome.

Welcome! Not a 100%, but looks like a female three toe just shedding. Bump the humidity up a bit and offer a water source she can completely submerge in.

Maybe a small bin within that one.
