I was wondering if anybody could help identify what this may be on my red foot tortoise, one to two of her scutes appear to have a whitish outline

Looks like the new growth is being burned. How close to the shell is your light?

light is approximately 16 to 18 inches from bottom of enclosure
You should always measure to the top of tortoise's shell when he's standing up tall, but even so, it sounds to be ok.

Maybe some lubrication is in order. Try painting on some cold pressed coconut oil with a Q-tip, just on the growth seams, allow it to absorb for about 15 minutes, then polish it off with a clean, absorbent cloth.
