Shell rot?! PLEASE HELP!

Hey guys so I have had this little guy for maybe about a week. I initially posted the pictures under introduction, concerned that my little guy has shell rot. That the first picture. The second one is a week later after trying to stop the rot. Some one mentioned to use betadine and anti fungal cream. I been using it for a few days and his shell does look a little better. But now he's got two white spots. Please help me I don't know what to do!

I would treat it with a little anti biotic ointment like bacitracin, and see if that doesn't help.

Agreed! It could be bacterial vs. fungal if you aren't seeing improvements with the antifungal cream, try and antibiotic cream. Be sure to replace the substrate in the hides daily to keep the bacteria from re-infected the plastron while you're treating it.
