Shell Rot?

Hello! I just inherited this tortoise and its previous owner mentioned it had shell rot. I cleaned it and have been putting triple antibiotic ointment on it, but I wanted to get opinions on if I am doing the right thing. Please help!20180905_201729.jpg 20180905_201735.jpg

It's a bit hard to see. It does look like rot. Apply antifungal cream like for athletes foot. Keep it clean and dry. You can still give soaks, just dry that area. I would also keep him on paper towels or no substrate until it's more healed.

It looks like he might be spending a lot of time sitting in pee/poo.
How large is the enclosure and what is the substrate?
Use the athletes foot cream as previously mentioned and keep him clean for a while.
An antibiotic is probably not required. (yet)

He was previously kept in a tank. We have him in a wood 3'x4' open box with ramps and hide holes. We use the crush coconut bedding, I am not sure what he was in before. I have been cleaning it daily and putting the ointment on it. Today I started using the antifungal cream.
